I can only see Mourinho going to Chelsea, United, or City, if he comes back to the PL.
Not sure how attractive a proposition Liverpool really are at the moment for a top top manager. From an outsiders perspective there appears to be a continuation of the mismanagement from previous regimes into the recent Dalglish era. Plenty of money has been spent, some wisely, but a lot pretty badly with Carroll at the moment being the stand out flop (maybe he'll turn it round but it isn't looking good at the moment). I'd be pretty confident that someone like Mourinho or even maybe O'Neill would have spent similar sums more wisely than has been the case under Dalglish. I'd say Wenger would too but he'd have just sat on the funds and sworn blind that no investment was necessary and everything was going well. Either way it appears that in order to challenge Liverpool need more astute investment in the squad, the question is who is the right manager to do that and will he be given the funds? How much more cash will the owners cough up?
We are in a not too different boat, I really am not sure we will attract a top class manager to follow Wenger if he does leave. The only thing for both clubs is how much, if at all, financial fair play will affect things. For the last few seasons, clubs with huge wealth or a sugar daddy where the manager can walk in and pretty much buy a whole new squad have been the biggest draw. Maybe with FFP a clubs reputation will start to count for something again.
